Letmebeginbythankingyou,Mr.Levin,foryourkindinvitationandtheoortunitytocometoYaletomeetyoungfriendsandteachersofthisworld-renowneduniversity.ComingtotheYalecampus,withitsdistinctiveacademicflavor,andlookingattheeageryoungfacesintheaudience,IcaotbutrecallmygreatexperiencestudyingatQinghuaUniversityinBeijing40yearsago.Indeed,whathaeduringone'sschoolyearwillinfluencehiswholelife.Istillbenefitgreatlyfromtheitructionandmyinteractionwithotherstudents.
Yaleisrenownedforitslonghistory,uniquewayofteachingandexcellenceinacademicpursuit.Iftimecouldgobackseveraldecades,IwouldreallyliketobeastudentofYalejustlikeyou.
Yale'smotto“LightandTruth,”whichisacallingforhumanprogre,representstheairationofeverymotivatedyoungmanandwoman.Overthepastthreecenturies,Yalehasproducedagalaxyofoutstandingfigures,including20NobellaureatesandfiveAmericanpresidents.ThewordsofNathanHale,anAmericanheroandYalealumnus,“IonlyregretthatIhavebutonelifetoloseformycountry,”havealsoiiredmeandmanyotherChinese.IsincerelyhopethatYalewillproducemoretalentandcontributefurthertothesocialandeconomicdevelopmen toftheUnitedStatesandthecauseofhumanprogre.

TheChineseandAmericahavealwayshadaninteeinterestinandcareddeeplyabouteachother.TheChineseadmirethepioneeringandenterprisingiritoftheAmericaandtheirproudachievementinnationaldevelopment.AsChinadevelorapidlyandsteadyheadwayismadeinChina-U.S.cooperation,moreandmoreAmericaarefollowingwithgreatinterestChina'sprogreanddevelopment.
Understandingleadstotrust.Today,IwouldliketoeaktoyouaboutChina'sdevelopmentstrategyanditsfutureagaitthebackdropoftheevolutionoftheChinesecivilizationandChina'scurrentdevelopmentendeavor.IhopethiswillhelpyougainabetterunderstandingofChina.
Inahistorythatamorethanfivemilleia,theChinesenationhascontributedsignificantlytotheprogreofhumancivilization.Butitscourseofnationaldevelopmenthasbeenanarduousone.Inparticularinthe160yearsandmoresincetheOpiumWarin1840,theChinesepeoplehavefoughtcourageouslyandunyieldinglytoridthemselvesofpovertyandbackwardneandtorealizenationalrejuvenation,thusprofoundlychangingthedestinyoftheChinesenation.Ninety-fiveyearsago,theChinesepeoplelaunchedth eRevolutionof1911thatoverthrewthefeudalautocracywhichhadruledChinaforseveralthousandyearsandopenedthedoortoChina'sprogre.
Fifty-sevenyearsago,theChinesepeoplesucceededinwiingliberationafterprotractedandhardstruggleandfoundedNewChinainwhichpeoplebecametheirownmasters.Twenty-eightyearsago,theChinesepeopleembarkeduponthehistoricdriveofrefrm,opening-upandmodernizationandhavemadephenomenalprogrethroughunremittingefforts.
Between1978and2005,China'sGDPgrewfrom$147.3billionto$2.2257trillion.Itsimportandexportvolumewentupfrom$20.6billionto$1.4221trillionanditsforeignexchangereservesoaredfrom$167millionto$818.9billion.Duringthisperiod,thenumberofitspoorruralpopulationdroedfrom250millionto23million.Theabovereviewoftheprofoundchangesinthese160yearsshowsonething,namely,bycarryingoutpersistentandhardstruggle,theChinesepeoplehavebothchangedtheirowndestinyandadvancedthecauseofhumanprogre.
Ontheotherhand,Ineedtopointoutthat,deitethesucceinitsdevelopment,Chinaremaitheworld'slargestdevelopingcountry,withpercapitaGDPrankingbehindthe100thplace.TheChinesepeopleareyettoliveawell-offlifeandChinastillfacesdauntingchallengesinitsdevelopmentendeavor.Thereforeitrequiressustainedandunremittingeffortstotraformthecountryandmakelifebetterforitspeople.Inthenext15years,wewillstrivetomakenewprogreinbuildingamoderatelyproeroussocietyinanall-roundwaythatwillbenefitChina'sonebillionandmorepopulation.
WeaimtoraiseChina'sGDPto$4trillionby2020,averaging$3,000perperson.Bythen,China'seconomywillbebetterdevelopedanditsdemocracywillbefurtherenhanced.Moreprogrewillbemadeinscienceandeducation.Itsculturewillbefurtherenriched,thesocietywillbecomemoreharmoniousandthepeoplewillleadabetterlife.
Torealizethesegoals,Chinahasadoptedanewconceptofdevelopmentinlinewithitsnationalconditioandtherequirementofthetimes.Thatis,topursueascientificoutlookondevelopmentthatmakeseconomicandsocialdevelopmentpeople-oriented,compreheive,balancedandsustainable.Wewillworktostrikeaproperbalancebetweenurbanandruraldevelopment,developmentamongregio,economicandsocialdevelopment,developmentofmanandnature,anddomesticdevelopmentandopeningwidertotheoutsideworld.Greateremphasiswillbeputonaddreingiuesaffectingpeople'slivelihood,overcomingimbalancesindevelopmentandresolvingkeyproblemsthathaveoccurredinthecourseofdevelopment.Wewillpursueanewpathtoindustrializationfeaturinghightechnology,goodeconomicretur,lowresource-coumption,lowenvironmentpollutionandfulluseofhumanresources.Wewillbringaboutcoordinatedeconomic,political,culturalandsocialdevelopment.Andwewillendeavortoeuresustainabledevelopmentbyboostingproduction,improvingpeople'slifeandprotectingtheenvironment.
ThisconceptofscientificdevelopmentisbasedontheexperienceChinahasgainedinitsmodernizationdriveandputforthinreoetothetrendsofthetimes.ItisalsorootedintheculturalheritagesoftheChinesenation.
TheChinesecivilizationisonethathascontinueduninterruptedformorethan5,000years.ThedistinctculturaltraditionoftheChinesenationthatdevelopedinthelongcourseofhistoryhasexertedastronginfluenceoncontemporaryChina,justasitdidonancientChina.Puttingpeoplefirst,keepingpacewiththetimes,maintainingsocialharmonyandpursuingpeacefuldevelopment:thesevaluesthatarebeingpursuedinChinatodayarederivedfromitstradition.Buttheyalsogiveexpreiontotheprogreofthetimes.
TheChinesecivilizationhasalwaysgivenprominencetothepeopleandreectforpeople'sdignityandvalue.Centuriesago,theChinesealreadypointedoutthat“peoplearethefoundationofacountry;whenthefoundationisstable,thecountryisinpeace.”Nothingismorevaluableintheuniversethanhumanbeings.TheancientChineseemphasizedthevalueofservingthepeople,enrichingthem,nourishingthem,andbenefitingthem.Wearepursuingtodayapeople-orientedaroachtowarddevelopmentbecausewebelievethatdevelopmentmustbeforthepeopleandbythepeopleanditsbenefitshouldbesharedamongthepeople.
Wecareaboutpeople'svalue,rightsandinterestsandfreedom,thequalityoftheirlife,andtheirdevelopmentpotentialandhaineindexbecauseourgoalistorealizetheall-arounddevelopmentofthepeople.EuringtherighttosurvivalanddevelopmentremaiChina'stoppriority.Wewillvigorouslypromotesocialandeconomicdevelopment,protectpeople'sfreedom,democracyandhumanrightsaccordingtolaw,achievesocialfairneandjusticeandenablethe1.3billionChinesepeopletoliveahaylife.
TheChinesecivilizationhasalwaysgivenprominencetounremittingself-improvement,reformandiovation.AsanancientChinesemottoputsit,“AsHeavenkeevigorthroughmovement,agentlemanshouldunremittinglypracticeself-improvement.”Throughoutits5,000-yearhistory,itisthankstotheirperseverance,determination,staminaandiovationthattheChinesenationhasgrownaftersurvivingnumeroussetbacksandadversity.TheChinesepeoplehaveshownenterprisingiritandreformandopening-upcreativityinnationaldevelopmentandgreattenacityinovercomingdifficultiesontheroadtoprogre.Andallthisgivesexpreiontotheiritofunremittingself-improvementembodiedinChina'sculturaltradition.
TheChinesecivilizationhasalwaysgivenprominencetosocialharmony,unityandmutualaistance.BackintheearlydaysoftheChinesenation,theChinesealreadyadvocatedthat“harmonyismostvaluable.”Theystroveforharmonybetweenmanandnature,amongpeopleandbetweenman'sbodyandsoul,andyearnedforanidealsocietywhere“everyoneloveseveryoneelse,everyoneisequalandthewholeworldisonecommunity.”
Today,Chinaisendeavoringtobuildaharmonioussociety.Itisasocietyofdemocracyandruleoflaw,fairneandjustice,integrity,fraternity,vitality,stability,orderandharmonybetweenmanandnature.Itisasocietywherethereisunitybetweenthematerialandtheirit,democracyandruleoflaw,fairneandefficiency,andvitalityandorder.
TheChinesepeopletakes[sic]themaintenanceofethnicunityandharmonyastheirboundendutyandthedefeeofthecountry'ssovereigntyandterritorialintegritytheirsacredmiion.
AnyactthatpromotedethnicharmonyandnationalunitywillreceivethewarmwelcomeandsuortoftheChinesepeople.Ontheotherhand,anyactthatunderminesChina'sethnicharmonyandnationalunitywillmeettheirstrongoositionandresistance.
TheChinesecivilizationhasalwaysgivenprominencetogoodneighborline.TheChinesenationcherishespeace.Inforeignrelatio,theChinesehavealwaysbelievedthat“thestrongshouldnotoretheweakandtherichshouldnotbullythepoor”andadvocatedthat“allnatiolivesidebysideinperfectharmony.”
TheChineseheldthat“oneshouldbeasinclusiveastheocean,whichisvas tbecauseitadmitshundredsofrivers”andcalledfordrawinguponthestrengthofothers.Today,Chinaholdshighthebaerofpeace,developmentandcooperation.Itpursuesanindependentforeignpolicyofpeaceandcommitsitselffirmlytopeacefuldevelopment.
Itseekstoaccelerateitsdevelopmentbyupholdingworldpeace.Theworldpeaceis,inturn,enhancedbyChina'sdevelopment.Chinafirmlypursuesastrategyofopening-upformutualbenefitandwin-winoutcomes.Itgenuinelywishestoenterintoexteivecooperationwithothercountries.Itisinclusiveandiseagertodrawonthestrengthofothercivilizatiotopursuepeaceanddevelopmentthroughcooperationandplayitspartinbuildingaharmoniousworldofenduringpeaceandcommonproerity.

ChinaandtheUnitedStatesarebothcountriesofvastterritorywheremanyethnicgroucoexistanddifferentculturesintermingle.Bothourtwopeoplesarehard-workingandtalented.Duetodifferenthistoricalbackgroundsandnationalconditio,therearedifferencesbetweenChinaandtheUnitedStates.Butthisenablesustolearnfromeachotheranddrawoneachother'sstrengths.CloserChina-U.S.cooperationservesthefundamentalinterestsofourtwocountriesandpeoplesandisalsooffar-reachingsignificanceforpeaceanddevelopmentofthewholeworld.
Vastasitis,thePacificOceanhasnotstoodinthewayofexchangesandcooperationbetweenourtwopeoplesoverthepasttwohundredyears,andmanymovingepisodesofmutuallearningandmutualhelpbetweenourtwopeopleswhorepresentdifferentcivilizatiohavebeenrecorded.Inthe27yearssincetheestablishmentofdiplomaticrelatioin1979,China-U.S.relatiohavemaintainedsteadymomentumofgrowthdeitetwistsandturontheway,bringingtremendousbenefitstobothcountriesandpeoples.
Enteringthe21stcentury,theworldhascontinuedtoundergoprofoundchanges.Peaceanddevelopmentremainthecallingofourtimes.Ontheotherhand,factorscausingitabilityanduncertaintyareincreasingandnewchallengesandthreatsarelooming.Agaitthisbackdrop,thecommoninterestsbetweenourtwocountriesareincreasingandtheareasofourcooperationwidening.Globalpeaceandsecuritynowfacenewchallenges,suchasfightinginternationalterrorism,preventingtheproliferationofweapoofmadestruction,protectingtheenvironmentandhumanhabitatandcombatingtraationalcrimes.Anditisexactlyinthesefieldsthatweshareimportantstrategicinterests.Chinahasahugemarketanditsdevelopmenthasgeneratedstrongdemand,whiletheUnitedStateshasadvancedtechnologyandhighqualityproducts.Thishascreatedenormousoortunitiesforeconomicandtechnicalcooperationbetweenourtwocountries.Indeed,thereisabroadproectforthegrowthofcotructiveandcooperativeChina-U.S.relatioinallfields.
Yesterdaymorning,PresidentBushandIhadanin-depthexchangeofviewsonChina-U.S.relatioandmajorinternationalandregionaliuesofcommoninterestandreachedbroadandimportantagreement.Wearebothoftheviewthatthetwosidesshouldaroachourrelatiofromthestrategicandlong-termperectiveandthatweshouldenhancedialogue,expandcommonground,increasemutualtrust,deepencooperationandpromotetheoverallgrowthofthecotructiveandcooperativeChina-U.S.relatiointhe21stcentury.
WhenwefocusontheoverallinterestofChinaU.S.relatio,reectandshowunderstandingtoeachother,Iamconfidentthatourrelatiowillmoveaheadinahealthyandsteadymaer,andcontributetothewell-beingofourtwopeoplesandbringgreaterhopetopeoplearoundtheworld.

Acomposercaotwriteenchantingmelodywithonenote,andapaintercaotpaintlandscapewithonlyonecolor.Theworldisatreasurehousewheretheuniqueculturalachievementscreatedbypeopleofallcountriesaredilayed.Thecultureofanationtellsalotabouttheevolutionofthenation'sunderstandingoftheworldandlife,bothpastandpresent.Culturethusembodiesanation'sfundamentalpursuitofmindanddictatesitsnormsofbehavior.Thehistoricalproceofhumandevelopmentisoneinwhichdifferentcivilizatiointeractwithandenricheachotherandallcivilizatioinhumanhistoryhavecontributedtohumanprogreintheirownuniqueway.
Culturaldiversityisabasicfeatureofbothhumansocietyandtoday'sworldandanimportantdrivingforceforhumanprogre.Ashistoryhasshown,inthecourseofinteractiobetweencivilizatio,wenotonlyneedtoremovenaturalbarriersandovercomephysicalisolation,wealsoneedtoremoveotaclesandotructioofthemindandovercomevariousprejudicesandmisunderstandings.Differencesinideology,socialsystemanddevelopmentmodelshouldnotstandinthewayofexchangesamongcivilizatio,stillleshouldtheybecomeexcusesformutualconfrontation.Weshouldupholdthediversityoftheworld,enhancedialogueandinteractionbetweencivilizatio,anddrawoneachother'sstrengthiteadofpracticingmutualexclusion.Whenthisisdone,mankindwillenjoygreaterharmonyandhaineandtheworldwillbecomeamorecolorfulplacetolivein.

Exchangesincultureandeducationandamongyoungpeopleserveasabridgeforincreasingmutualunderstandingbetweenourtwopeoples.TheyarealsoamajordrivingforceforthehealthyandstablegrowthofChina-U.S.relatio.YaleisaforeruerinconductingChina-U.S.educationalexchangesandprovidesanimportantplatformforculturalexchangesbetweenourtwocountries.Onehundredandfifty-sixyearsago,aChineseyoungmannamedRongHongenteredYaleCampus[sic].Fouryearslater,hegraduatedwithdistinctionandreceivedabachelorofartsdegree,makinghimthefirsteverChinesegraduateofanAmericanuniversity.Later,groupaftergroupofyoungChinesefollowedhisfootsteandstudiedinYale.Overthepast20years,Yalehasacceptedover4,000Chinesestudentsandundertakenmorethan80cooperationprojectsinculture,scienceandtechnology,andeducationwithChina.Lastsummer,YalesentthefirstgroupofstudentstoChinaforinterhiandsomeamongthembecamethefirstforeignintertoworkwithChina'sPalaceMuseum.Iwishtotakethisoortunitytoexpremyareciationtoyou,Mr.Levin,andYalefortheeffortsyouhavemadetopromoteexchangesbetweenourtwopeoples.
